Singapore civil system
by sridhar nanagiri on Nov 28, 2015 04:11 PM

The Singapore civil service is one of the most efficient and least corrupt in the world
with some of the highest paid civil servants. The Singapore Government holds the
view that this will eliminate corruption both at the political and civil service level.
This high-wage structure was introduced in the early to mid 1990s where civil service
salaries are pegged to the private sector. Furthermore, the Public Service Division
(PSD) of the Prime Minister’s Office was set-up in 1995 to nurture a culture of
change in Public Service.

Open selection is stressed in the recruitment of candidates to the Civil Service.
Selection criteria for appointment are firstly based on educational qualifications.
Ministries may draw up their own objective criteria to further shortlist applicants
from amongst those who satisfy the entry requirements. The short listing criteria are
approved by the Director of Personnel of the respective Ministries.

Promotions are based on a appraisal system of the Singapore Civil Service consists of
two components, which are Reporting System and Performance Ranking System

Nothing wrong with India's maths
by Rajiv Kumar on Nov 28, 2015 04:00 PM

Dear writer, There is nothing wrong with india's Maths. India today has enormous money flowing in its veins and the only thing that makes people like you writing such pieces are the parasites sucking this money from the veins. Even if the cabinet minister gets 60 lakhs a year but limits himself to that income without diving into public funds, we would become a transformed country in less than a year

Singapore is one of rare phenomenon
by sridhar nanagiri on Nov 28, 2015 03:45 PM

Please dont compare with Singapore. So many city states and countries or police states tried Singapore model but failed in midway. The country was on the verge of collapse and very gave them a chance to survive on its own with no natural resource. How they reform and change is history for other countries. They took very bold steps under Lee Kuan Yew.

Must realise that at the end of a 30 year service, a government servant must have a fully paid house to call it his home and a basic car with enough monthly pension to live respectably but not lavishly. Otherwise corruption is justified. You are comparing a minister with a government servant. How unfair ! a minister can be an advocate or an industrialist, but a government servant is carrying out his sole job. So how can you compare a minister to a babu ?

If you are in public service and take taxpayers money as salary, you can't make any excuse for corruption ! If taxes aren't collected, the politicians and businesses compromise, it means the bureaucrats aren't doing their job! Period. If they can't they must leave and compete with others in private sector jobs. You can't hold the rest of the country ransom with selfish justifications, just because the Govt gives you protection for not getting kicked out for non-performance.

Most Government employees, including the public sectors think they are entitled once they get into a position. Is it any surprise that they are most hated and despised?

Where arguments fail you runaway. who has guaranteed that you will lavishly spend and and at the same time given good house for the convenience you enjoy. Look at the unorganised sector and pity ads to who's compensating for his inflation and Dearness?

What about Tax in Singapore?
by Kakali Chatterjee on Nov 25, 2015 10:38 AM

Give a balanced picture. Deduct the taxes from actual salary income & cost inflation index. Arrive at the real pay & then compare.

Salary hike
by arungopal agarwal on Nov 25, 2015 10:21 AM  | Hide replies

When question of salary or its revision comes, best model is taken, when it comes to work-least model is available, today a govt. peon costs to govt. about Rs.40000 per month, in private sector a self employed even CA/CS/Engineer does earn it. Govt. is looting people by way of taxes just to pay this hefty DA linked perqs. and retiral to govt. employees and politicians.
We all must oppose such move putting Rs.1 lac crore impact on our economy without increase in any GDP, it is a national waste and curse to our democratic system where a common man does not earn even more than Rs.6000 p.m. It means Govt. servants are masters and total public is like animals to be ploughed.
Immediate need is to finish DA linked pension and its revision, carry home of all retired Indians have come down due to lower rate of interest whereas Govt. servants will get increase in pension by 24%, is it justified, today pensioners are 55 lacs and govt. servants are 45 lacs, regular army is 13 lacs, pensioners are 25 lacs, etc.,etc., save tax payers from this loot.
