This is nothing but burocracy failure in clearing the crisis. Why is the officials act like this, it is shame on our govt to have these kind of officers whi can not take a small decision and always try to postpone their duty. Such officers are to be sacked from their positions immediately

Not surprising its India and here not only this all documentation works to be done by Govt officials need time. Solar-Impulse-2 (SI-2) team may not have expected this in a country ruled by Mr.Modi who is much foreword in every matters.
