The first line of the article says---fairly efficient transport system---. It may be fairly efficient when compared with other places in India but it is not all that good. The bus transport is highly unreliable now a days. It is not rare to see buses departing even 10 minutes ahead of their scheduled times, which causes a lot of chaos. Further, the autos are very expensive-sometimes you may pay Rs 70/ or even more for 2 km(you are not taken for a ride like this in Mumbai or Delhi or Kolkata). One can see frequent express bus services parallel to suburban train routes-no coordination between various transport agencies. Further, it is common to see a freshly repaired road being dug up again by electricity board or water board-no coordination between the bodies.
No matter what, there is no hope for chennai.. No way chennai can retain retain skilled talent pool.. the city and state are under perennial decline...No research, innovation happening here..all the knowledge based industries have moved to Bangalore and hyderbad.. and chennai's elite have migrated to US , UK or these cities.. except few auto majors there is nothing happening in chennai.. The government instead of focussing on freebsies, cinema, tasmac , should focus on education and research
