The same thing Niti Ayog in Hindi is supposed to come from bottom ground levels.

Don't we want plans at ground level ..needs to get executed fast?

Or we people will wait what govt plans for us...and when it reaches in decades and millennium..if they ever reach at all..?

First execute all basic, necessary works..then make plans of them and file them up..in safe as beautifully executed plans/works !

Why have plans and no executions?
