Skill development be it NSDM of UPA or NSDC of NDA&targets are so confusing that nothing can be infered as to what is intended output and how output is going to be produced. But fact is that India lacks in skills in great numbers&millions need skill trainings and particularly short term ones 3 months to 1 year. A good example is National Academy of Construction-NAC in Hyderabad. NAC has world class facilities, resources&acceess to outreach. As I remember in 2009 under NSDC and other skill development campaigns of State¢ral govts NAC came forward to train thousands with willingness of many infrastructure companes like lnaco etc 2 provide jobs. These Infra companies even advertised that they pay2NGOs who sponsor candidates2NAC. But what happened is well known2NAC&these huge infrastructure companies like lanco, ivrcl etc. Personally undertook a survey (demand4civil&constrcnskills) in Mahaboobnagar district which is known for construction labour migration and results spoke for themselves. The potential of those seeking any skill training is two people per mandal (Mandal is a cluster of about 45 villages). Inference is that skills development&skilling India is great necessity and need for mfg progress as well as gainful employment but aggregation of skill demand or skill trng seekers is greatest challenge and unless this is properly addressed through scientific&systematic understanding all funds of NSD will be aeaeten by all NGO&will be monume

1. Must understand scientifically and systematically dynamics OF skill demand and seekers of skill that is aggregation 2. This understanding and scientific base is must because the target numbers or huge and mind bloving 3. With outa this knowledge noa approach can be designed for performance, monitiring, evaluation and results on ground 4. Withoat this skill development can nat be institutionalised 5. LAST BUT NAT LEAST IS WITHOUT THIS SCEIENTIFIC BASE SKILL development scheme of skilling 40 MILLION WILL SURELY BE A HUGE SCEM LIKE MNREGA AND VYAPAM BETTER BEVARE.
