Irrespective of canal alignment the panels can be mounted facing suitable direction, this fellow is totally non technical. He is imagining things when he says that risks are unclear so impact cannot be assessed, why not keep quiet in that case. They want a committee to go into env impacts of solar panels on canal tops, so that an authority like "canal top solar panel impact assessment commission" can be established .. adding to one more layer of delays !! The govt is not a fool to have allowed solar energy usage with incentives.
