Totally wrong survey as compared to cost and place to visit. Mumbai, Kolkata and New Delhi has many more things to see and place of interest for tourist. What Chandigarh have? Nothing. All wrong survey related to cost. Survey again. Do not get biased pleaese.

It is absolutely wrong that Mumbai is costliest city.
Probaby Mumbai is the chepaest city as this is the only city where Public Transport system is easily available and one can ravel in public transport system. Auto, Taxies are readily available round the clock and charged as per meter reading. Best Buses - ordinary as well as AC, local trains, Metro and mono rails available at throw away price. One can easily travel by BEST bus and trains if you have to travel long distance. It is only psychological that trains and buses are too crowded. Trains are crowded, no doubt, but leave aside peak hours, other time one can travel and several shor distance trains are available from point to point where even a new comer can travel.
Food, probably the cheapest and best food availabe in Mumbai. Thanks to Udupi hotel culture.
Hotels are costly for staying, but why every traveller wants to stay in hotels located in South Mumbai? Suburban hotels are much cheaper and affordable.
The surveyor should note this.
