It is admirable that Modi has thought of setting up a new team for planning the Development of the country and allocating resources to realize these developmental parameters set forth.The new planning commission should consists of subject experts in the main areas only Viz Economics, Infrastructure, Education, Health care and agriculture.The experts along with all the chief ministers and The prime minister should be members of this new body.The main function of this body should be to set forth parameters of development along with time frame to achieve this for various zones/areas of the country and to decide the resource allocation to achieve these parameters and to monitor the progress made in these areas.The ten parameters chosen should be in the above five areas Viz Economy, Agriculture, Infrastructure, Educaion and Health care. Under each head detailed parameters to be achieved by different states to be worked by this new body and agreed upon as a commitment by the whole team for different states and should be closely monitored and reviewed by this high level body once every 3 months and course corrections made.The body should have members who are subject experts in each and every area that is required to be developed and Every state should have a Planning minister appointed to exclusively made responsible for coordination at state level.The prime minister should make it mandatory for chief ministers to attend 3 monthly meetings and take responsibility to achieve targets.
I have my own apprehensions on the new proposed institution in place of the Planning Commission. Planning Commission has been doing a reasonably good work, promoting the development agenda of the country and making policies to Implement the same. It was not driven by party politics, no long term plans were made to favour the Congress party which was in power for the better part of the period of existence of Planning Commission, but they were made looking at the focus of the country to the particular sectors during the next decades. That Planning Commission has done a reasonably successful job is proven when we see Indians ruling most of the progressive sectors across the world and India, despite the alarmingly rising population, has been able to take care of the basic needs and luxuries of its people. I am afraid of the constitution of the new proposed body, and I have all fears that the new body will be focussed on promoting and taking the Agenda of the RSS/VHP/BJP using the resources of the country which are meant for all the citizens, and not only the voters of the BJP.

This is a very narrow thinking.Give positive and concrete suggestions instead of giving politically biased views
