How many farmers in India have cheque books? If the scheme is for farmers, you need to consider the facts also. Off course, there are chances of misuse. But every govt. scheme is like that. Many schemes are being misused.

We need money or only accounted money. One of the easiest way to get the black money out for development is to bring trust of no harassment. People are ready to bring it back even at lower rate of interest, but lack faith in Govt. system and on its Babus. These Babus have maximum black money with them, rather bribed money, but are after people who have earned money but taxes are not paid on it, due to faulty tax structure.
