Exactly for this reason.

We discourage legitimate Business, by creating Retrospective Tax on one hand.

On another hand, we let Coal Blocks, Spectrum to be looted.

Hence, only Crony Capitalism succeeds - THAT leads to rampant poverty - because Honest Entrepreneurship FAILS.

 Penalize original license holder

Govt should have demanded from the original license holder BPL who made windfall profit by selling the license. It had been transferred many parties without surrendering to govt when they cannot operate it. Why govt didnot take action?
