Mumbai generates almost 25% states revenues but the rural areas comprises the overwhlming majority of the seats in state assembly...
Which means state politicos spend more of their energies and money on winning the hinterland....and the city gets the short shrift.
Also, with the hidebound, insular, xenophobic and retrograde ideology of the present "rulers", there's very little danger of this city becoming another Singapaore, or Seoul or Shanghai or any of the top finincial centers around the globe.
Re: Mumbai woes...needs CEO???

First we need a CSO - Chief Sweeping Officer, who'll sweep all the existing garbage away & arrest any fresh garbage from filling in (from North, South, East states.) This is the need of the hour.
But will Shiv Sena support this stand ? They have been screaming that BJP is trying to separate Mumbai from maharashtra, ever since this concept was tossed up. Factually speaking, Shiv Sena has no person of the calibre who can think on national lines. Leave alone international. Shiv Sena was, is and will always remain a Mumbai-centric narrow-minded party.
...but only a Gujarati or marwadi CEO. Only they can run mumbai. They have been running mumbai in the background since long, it is high time this is formally and official done.
