Base salary stagnates, but variable pay zooms at IITs

If numbers are true, it is high time IITs raise fees to international levels.

Is this take home pay or CTC - big difference. Also is the work location USA or India? For India it is great package but for say Santa Clara or SFO, it is OK salary!

Please explain if it is take home pay or CTC and also WHERE this is being offered. $100,000 in India is really good whereas the same in Santa Clara is OK salary.
