The government alone should be blacklisted. Others would correct themselves. Take the case of the company named Alacrity Foundation. They had to shut down the company as they were strict regarding payment of graft to officials and politicians. Their etics level was such that they could not survive in the corrupt market We as a nation lacking probity. For such reasons if the companies have to be black-listed, then there would be no company to operate.

Government can only educate the masses and improve the Good Governing principles, and this is possible only when there is a clean, competent and dedicated (to the masses) Government; and not with selfish people administring the country.
Black listing companies - has different conotations and angles and each ones' perspective will be different. There should be a Regulatory Authority which does not changes policies to the whims and fancies of Politicians and such policies should be in force for a 3 year period, any changes to be made should be delebrated in the 3rd year for future changes. Otherwise this affects very much the common man.
