Coming back to the implementation part , the next section is the lowest income middle class rural and urban population for whom the PDS is supposed to serve and perhaps is the target group of the GOF with the FSB for ‘votes’. Question is how efficient and effective it is going to be given the condition of our PDS working. Isn’t it primarily state govt. responsibility? Shouldn’t the centre limit itself make laws or formulate policies to keep the food prices under check ? instead UPA_ii ‘s disastrous policies have been causing double digit food inflation for the last four yrs ! Indeed Centre also formulates social security’s schemes but the responsibility for implementation has to lie with states. In fact UPA-I gave the country’s poor very good schemes like MNREGA,Mid-day Meals and many other social security schemes appreciated world over. BUT UPA-II has drawn a blank on this front except for the half cooked RTE and now this belated and politicized FSB about which even the govt. itself is not clear of its many operating parameters !
(contd..)This is the background of a govt. intent which talks of FOOD SECURITY to people after making the food prices to zoom sky high. The Sonia-Rahul-Chidambaram-MMS, the “ gang of four(GOF)” wants FSB so that people do not go hungry! What is FOOD SECURITY and for whom ? For those who the “gang of four” expect to go to polling booth and stamp on the HAND symbol to return them to power ? What about those we find at the Delhi road junctions red lights-–kids doing aerobics, beating dholaks, women with child in hand begging…….. will the FSB take care of likes of them all over the country ? For all we know they wouldn’t be having ration card even ! So where do they get food security from ? But they don’t matter to the GOF because they won’t go to polling booth either. It is these type of people , destitute, marginal income people, beggars … who need FOOD SECURITY and free w/o paying any money !When millions of tons of food grains rot in godowns and SC asks the govt. to find ways to feed the poor the govt. choses to export instead and the middle men make good killing. And now comes the FSB through ordinance route !During debate in Parliament will the GOF assure the people that this lowest section of society mentioned above going hungry will be covered by the FSB ? Will Rahul baba be available in Parliament during FSB debate or will he be holidaying in Europe ?
In a country where hundreds of thousands of people have to put up with hunger and go to sleep with empty stomach even after over six decades of Independence the much touted FSB , ordinance or otherwise (not an issue for people ) does make lot of sense and in fact looks overdue. But the question is sincerity of intent of UPA-II and its efficacy the hasty way it is being pushed through just before the elections while for the last four yrs the AAM ADMI had been facing highest food inflation rate in whole of the world . it is perfectly fine for political parties winning elections doing good work and delivering to people, especially to the weaker sections but in respect of promise of FSB in 2009 what people got immediately after UPA-II came to power was just the opposite—FOOD INSECURITY . The prices of essential staple food items like rice,wheat, atta, cooking oil, varieties of Daal, sugar etc. shot up overnight like prices of bluechip stocks zooming in the stock market. The prices rose by 200-300 % and stabilized after over a yr at much higher levels of over 100% price increase. Even the vegetable prices would see quantum jumps in price rise and the trend of increase of price by10p, 25p, 50p, Re1.0 etc. had become things of past. Since Independence until the UPA-II came to power India was a place where the essential food items were cheapest in the world and affordable even to the poorest of the poor. But UPA-II coming to power changed it all.
