Tax Refund

My tax refund for 50,000 is with department for over 4 years now and what feelers I have got is till I "pay", it wont be processed.
However when it comes to vodafore for not paying 12,000 crores of taxes, the FM , great chidu wants to have a relook and waive off a part of taxes.
