It is an INSULATION MECHANISM & BALANCING MECHANISM.
What many allege that the Environment Ministry and Finance Ministry are at cross purposes have vested interests. Those who favour the Finance Ministry blame the Environment Ministry and those NGOs who side with Environment Ministry blame the Finance Ministry.
Ditto with Heavy Industries Minister vs Labour Minister. Both are seeming at loggerheads but that mechanism was deliberately created so.
In this way, a balanced progress takes place keeping the interests of all Groups in the nation.
The moment you reduce your Enviroment Minister to toe the line of Finance Minister and force your Labour Minister to succumb to the demands of Heavy Industries Minister, you are creating imbalance.
If so what he narrated, why he and his Mom was sleeping from the last 9 years, whatever miseries we have only due to FM of congress only. We all know pot of expenditure is same i.e. 15 lacs crore, if your priority is only subsidies for vote bank plus paying salary, perqs. and retiral to govt. servants-none else exist, situation today will happen rather worse.

2) N.DTV’s_Sonia_Singh is the wife of UP Con.gress_MP, Union_minster and ex-princely state ruler, Mr. R. P. N. Singh.
3) Barkha_Dutt Vir_Sanghvi, famous for speaking for Con.gress_ (and intermediaries for UPA allies) were exposed in the Radiagate scandal.
4) N.DTV’s_Nidhi_Razdan is the current GF of J&K CM Omar Abdullah (after Omar_recently divorced his wife of several years and mother of his two children, Payal). Nidhi_Razdan is also famous for her legendary pro-Con.gress_ and anti-BJP_ bias.
