without assessing beneficiaries under this scheme how you can make budget because as per you scheme 70 crores and as per planning comming commission 30 crores are under BPL . please suggest gap 40 crores who would get.
Under Antyodaya Anna Yojana started by NDA in 2002, the poorest 5% started getting 35kg per family per month @Rs.3,2&1 respectively for rice, wheat aend coarse cereals. Since then more families have been included- 2.34 crores at the same rates for same qty. Under TPDS some BPL and some APL families were also issed ration cards against which they could also buy subsidised ration but at HIGHER prices. UPA struggled to ensure 15 kg pfpm fpr APL families.Under FSO?B?A the dirt cheap AAY rates are extended not only to 6.52 crores BPL families but also to ELEVEN crores above poverty line families also. It is the rationale for this that is being questioned every where particularly by the disillusioned investors and rating agencies globally. The Economic price for procured cereals includes not only the MSP but also procurement inceidentals and distribution costs- like the interest lost on huge purchases, warehousing costs, transportation and other distribution costs. With diesel prices going up transporation cost are bound to escalate.To top it all there are leakages- theft etc to the tune of > 35%. Now if the economic cost is Rs.19 per kg and AAY price Rs. 2 the subsidy is Rs.17 per kg pure and simple. Multiply this by 5 kgx12 months x81 crores persons=Rs.82620crs. Do APL families need this so badly? Why club them with the poorest? Why not accommodate them at the Economic cost of say Rs.19 per kg? The why restrict it to 2/3? The rest will even otherwise refuse to fall in line for 5 kg every month. The Re down the drain, the timing is bad.
the amount required for implementing the food security scheme forms only a minuscule when compared to the money siphoned off in the various scams, money stashed away in Swis banks, the tax/duty reliefs to corporates etc. etc.
Why number of poors are continuously increasing, we were 35 crore in 1950 now 85 crore are poors to get this subsidy. Are tax payers responsible for their birth.
