This is an understatement, every living thing, be Human,Animals,Plants, Birds, Worms and every thing none living from Rock, Soil, Metal you name it is being misused. In a sentence India as a whole is being misused. Antibiotics is nothing new. Does India or it's citizens have control over any thing. Answer is NO.
