DGCA's enforcement powers remain on paper

DGCA-Performing its duty?

Today DGCA/Civil Aviation Ministry are organisation where 90% or more officials are either corrupt or inefficient.Whatever, power is entrusted to them is sufficient to check such errant operators. However, in present circumstances we dont need any patch work in present rules/regulations but a Jan Lokpal Bill.

DGCA's job is to ensure safe and punctual operations .The safety aspect encompasses a wide area including the financial health of an operator . However An important point to keep in mind is that the the organisation must have the resources , mainly human , to cope up with the task of scrutinising financial health .Payment of airport dues are the responsibility of the Airport Authority . Issues of payment of fuel charges are between the airlines and the fuel vendors, and the DGCA does not step in as long as safe and punctual opererations carry on . But the Directorate does keep an ear cocked if any financial health issues are raked up just so that it does not spill over to safety aspects . The DGCA is doing its job well , but yes for better enforcements it must be given more resources and legal powers.
