They wanted to capitalize on the Telecom boom..they would have known that licences were got unethically ( even common man like me knew some thing was fishy when they were awarded)...however they thought the promoters to get away with the dacoity ...with there high connections... however no body could have anticipated turn of events india Anna etc...Moral of the saga if you think you are so upright (as the articles says) don't get into situations which have been created because of bad moral in the first place
