This punishment is a loose change for the builder.
It cannot be called justice by any chance. The builder must have been given a hefty fine as his intentions were clearly malicious.

Transparency

While so many laws have been enacted and so much of record keeping.. still it is very difficult to get the right information about the ownerships of the properties.. Still agents / builders are able to resell the properties and get them registered too.. More transparent system should be made available to get to know about the right owner of the property.. abd there is also no clear cut parameters of the property deals.. every property agreement is unique in tis own way.. Though with so many powerful people behind the land deals it will be difficult but still Wish that things will change in future...
