Why cannot HSBC be asked to close down?

What kind of signals are we sending by accepting a settlement with HSBC for peanut amount of 1 or 2 billion dollars ?
The impact of money laundering made possible by this rogue bank's (in)actions is much much more.

US and all other affected countries should put their feet down and close down operations of erring banks mercilessly.

We should actually penalize them so much that, they shouldn't thinking about doing this again. Also also punish the officials with prison terms.
