After 1960's not a single Industrialist was interested in putting up venture in WB. So for almost 40-45 years industrial developement in WB had come to standstill. It was TATA who was invited by the state for starting the developement once again, that too with the prestigious project, which was envied by the manufacturers world over. All the facilities, subsidies must have been offered to TATAs by the WB govt, only to attract his venture, which had offers from Maharashtra, Gujarat etc.
Projects of this size generate lot of tax revenue, employment & as such betterment in living of people. Subsidy of 744 crores would have been recovered in tax revenues in a year or two. Hence it was a long term beneficial decision. Also TATAs have reputation of giving back to the society i.e. they would have built up infrastructure of schools, hospitals & many other facilities for the society, which has been deprived of.
