Pranab has promised DMK would be let off 2G scam probe. To do that, he has to build a case for zero loss theory in spectrum allocation. So, Pranab has asked one of the operators to surrender their spectrum to be put up for auction. When there is so much muck and dirt in Indian Government, no foreign investor will be willing to pay a decent price for Loop's spectrum. So Pranab and Kapil Sibal can fool the people that 1600 crore itself was a decent enough price since there are no takers now.

So, they think the people are fools. The true value of spectrum can only be determined if all the parties who have been alloted relinquish it and competitively bid in a new auction.
If the auction is to be effective all companies should do the same. Otherwise, it is a farce.

This is an idea from Pranab to support Sibal's zero loss theory. Now no investor would have the confidence to invest becuase of corruption charges and these dirty guys would bury the 2G scam. Anyways, Pranab has personally assured Karuna that his family members wont be touched.
