it works this way, x will hire people to riot and x will collect money for insurance and x will also distribute the money to whom it consider qualify for it. who will buy this insurance, the videshi companies, agents, etc.
Indians are syphoning money in tax havens and that money is being invested back in india to reap the benefit to their own country. How can Indian politicians be so mean to let others make money when we have more than 50% of population in BPL.
