you know why sibal said CAG report was wrong and loss was zero, why they want to weaken civil society, why RTI is exempted for CBI etc. etc...He seems to be arrogant, cunning and a liable for the country, he has spoiled CBSE but taking drastic and hasty decisions due to which Xth CBSE children are suffering a lot esp. in maharashtra. The guy is busy with these scams and putting his efforts and time to wriggle out of the scams rather than concentrating on his portfolios. The development under UPA has taken a backseat, every congi is wasting his time and efforts in getting himself from the net.
Kapil Sibbal appointed chiefs of several departments under his power during his tenure as S&T and HRD minister only after taking bribery of 1 crore in each case. It is 100% likely that he can not reduce the penalty without taking huge amount as bribery.
