Why center cannot discuss with states and instruct them to do the needful and publish the instructions. So far nothing of that sort.I am saying again and again we need wise and intelligent politicians with qualification to act as the economy is improving. Managing India at $0.5trillion was different than it at $1.6trillion economy.
