Where is the ATC in this story? No flight can take off without approval from the ATC where they are taking off from AND ATC where they are landing. The flight plan has to be filed an approved before flight takes off and approval is required at each step from ATC. Once flight reaches destination, the ATC there can still divert flight if landing conditions are unsuitable - don't we know of the regular flight diversions in Delhi due to fog.
If the flights have broken rules, then it is with the active approval of ATC. Why did they allow the take-off and landing. Why are they not being questioned about flouting orders.
Being a frequent flier, it scares me that the entire system seems to care less about the rules and passanger safety.
why punish the poor pilots, just apprehend the plane itself, its owners will issue directives to follow the guidelines. DGCA a toothless body, can only bark - they say will issue a notice, who really gives a hoot to their notices.
is all DGCA does. Have you ever heard or seen it taking any sort of action whatsoever? Also would like to know the fate of all the notices issued by the DGCA in the last 10 years. This is a unique government department which works via slams and notices and then sits on the files.

sits on the file at a cost....gets money from airlines for it....and if it causes death and accidents...that is one cost they dont mind paying....they dont care...

I guess they have been landing using VFR and also some instrumentation as only PAPI is reported as not working. The entire story being made out suggests that VFR is not applicable to Jets - I wonder if this is really the case. However if pilots are out of practise flying VFR, then definitely risk of incorrect glide path is higher
