I don,t know from where you are getting these datas from? The number one culprits are the politions and civil servants. Next one is backwardness and economic imbalance.
education and good habits starts from ones home. compelling situations demand immediate situation. we are tuned to such quick fix.moreover our diversed culture make us jealous of each other. so we try to beat the other by hook or by crook. this leads to corrupt means adopted by us. we must start educating ourselves with good habits.
All crimes committed in middle east are by expatriates. Indians are number 1 at crimes in Middle East. I once read a sign on qatar Airport in HINDI saying "Stealing from this watch shop will be punishable by fine and imprisonment" WRITTEN IN HINDI, imagine, specifically for Indians on QATAR AIRPORT.
Indian-Pakis are gutter creatures and India-Pak are gutterlands.
99% of Indians live in perpetual insecurity. They are brought up in an environment where there is cut throat competition for meager resources and everyone is in a rush either for money, education (entrance to IITs/IIMs/Civil services), power, fame, love etc.
So people are willing to take shortcuts to achieve their aim. This is the main reason we have corruption. People want to stash as much money as possible, not because they need it but because of long term insecurity, fears and jealousy.
People can be insecure even in western countries but not as much as India because there even if you dont have money/fame/power you will still have a good life (infrastructure) and access to benefits (social security, welfare etc., specially in European countries, Sheikdoms).
else u can expect from our typical indian's who leaves no chance to grab anything by unfair means...m not cribbing m also an Indian but not involved in all these bad things...Guys it's crucial to build a self that can never be defeated...nothing can beat that
