Corruption is an integral part of personality. It manifest in many ways. It cannot be rooted out completely. One of the functions of governance is to limit this corruption. Unfortunately all most all policies do enhance the corruption. When the King is corrupt, the citizen will also be corrupt. We make rules to stop corruption. But the King tries to subvert it. Only way to stop corruption is to insist the King to be clean. Will it happen here?

Why we could not provide facilities in India itself when Swiss/Dubrai can provide to accomodate world corrupt money, our bureacrats, industrialists as well as politicians too doe not have faith on their own people.
Money has no colour, if such system would have been evolved at least this money would have been utilised to infrastructural development here itself.

All political class people in India ,know each other secrets ,everyone loots and amasses properties ,stronhold by families in politics at all levels .
Unless new people enter and institutional reforms ushered to setup a proper platform nothing will change much

Two kinds of corruption happen in india ,like at personal level ,a person like traffic police ,customs etc taking a bribe ,but these can be tackled with exposing them on a website under RTI act and poeple taking service ,not paying the bribe

2.Institutional Corruption
this is the most dangerous and it is where a large amount of money get siphoned off ,,like CWG scam 2010 ,it is a collusion of IAS INDIANS like Darbari ,Sanjay Mahendroo etc,corrupt political indians like Suresh Kalmadis ,and god knows many more hiding behind

Adarsh society scam ,mining scams ,Emaar -Mgf real estate scams ,cement factory licenses ,media empires
these are all institutional corruption ,with a whole slew of Minister ,contractor ,babus are all sharing and looting money .
This cannot be stopped with moral lessons or discipline ,
ONLY INSTITUTIONAL REFORMS ,ACCOUNTABILITY ,TRANSPARENCY ,STRICT LAWS,SPECIAL COURTS WILL CURB SUCH PRACTICES

I do not know why Pranab Mukherji though said he will get it back not sure if it was just a lip service .
Sri LK Advani says ,he will pursue it seriously ,if BJP gets back to power

It is possible to get back the money ,only strong political will to do it is needed.
First of all Govt in India has to be clean to start with ,Scam after Scam are breaking open.
Also CVC new commissioner some P.J Thomas nominated by Govt is tainted and Supreme Court is asking the Govt why him as Central Vigillance Commissioner ,when he himself got linked with a scam in kerala .
I feel someone from corporate world will be better suited for CVC top job like sri Nandan Nilkenni ,,sri Narayana Murthy or even sri ratan tata ,or sri Azim Premiji .
I even feel we can select fresh IIT IIM gradate who is younger ,iam sure there are some young Indians who are not corrupt and patriotic ,and dynamic at the same time

it is very difficult to bring back black money, until govt trap them under greedy offer like companies trap people in share , property and discounnt,,no method is successful, whole people are very cunning and powerful those have money,,whole system is for sale,,chines is very shrewd in this matter, they traped whole capitalist system to benefit them, they are 100% successful

Here is how we can tackle Corruption at higher levels

1.Devolution of Financial misuse

we know that the Govt of India ,,collects taxes from people ,,and then funds projects for states all through Planning Commission .So there must be a Govt Treasurey ,,in this case Reserve Bank Of India .
We should allow all Ministers like Finance at Central and State level onlt to plan budget .

We should ask Govt of India ,,to disclose as of now ,,all details about Indias financial debts ,,how much money it got ,,foreign reserves etc on a public facing Internet portal,, so that all indians can access and view the information

Whenever the Govt at centre releases funds to states ,,it has to be deposited into a bank Account of an Indian Bank in that State Capital ,,a single account ,,this account should be open to public access ,,likewise State Govt should put all FINANCIAL information regarding the state on a internet facing portal.
Again all Indian citizens should be able to view such information .

From then Every project that State Govt should disclose ,,what is the purpose of the project ,,start date ,,who is executing and end date ,,all this information should be exposed to public on the internet .

2.PROCUREMENTS FOR INDIAS DEFENCE
A committe that consists of all political parties like CPI,,CPM,,CONGRESS ,,BJP ..LOKSATTA etc should be formed ,,Ministry of Defence at their discretion can make procurement decisions ,,but when it comes to Cash Transactions ,,again Indian

2.REFORMS TO POLICE FORCE
POlice department with its own integrity commission overseeing its ooperations .
Also Police will not take orders from a minister to book a case against a person or release a Criminal from prison.
Only Magistrate will authorise all such actions and police will brief magistrate before the operations like search warrants ,,probes ,,investigations .
Yes ,,Home Minister at state level can engage police to provide security at political rallies etc .

8:All appointments ,,transfers and dismissal of police will be through Police Integrity Commission ,,which is automonous but under High Court of that State

3.REFORMS TO CBI
CBI should be made automonous ,,and it should have its own integrity commission.
IT will be directly under SUPREME COURT Bennch.It will conducts its investigations with the Briefs to Supreme Court Bench .


4.ALL PROJECTS WORTH TEN LAKH RUPPESS AND ABOVE
Any project that is govt ,,and has a value of TEN LAKH RUPPESS and above ,,should have tender procedure outlines .
A niminated bank account in an indian bank ,,and all such information disclosed on a Public facing website .

5.LOKAYUKTA COURTS AND BODIES
these bodies ,,eminent indian citizens will view all the information disclosed on Public facing websites .
An audit Team ,,that will have professional accountants and Chartered Accounts funded with indian tax payers money ,,will have access to all the bank Accounts

actually problem must be tackled at grass root level. problem is most indians dont consider themselves as indian first
first they are for self, then family, then you have tribal then state level eg. tamil, malyali, gujju, marathi etc. so many divisive forces so how can v have patriotism.
each wants to fill his own pocket, so in mumbai v can see person from 1 state will cheat person from another state. sincereity is lacking in indians, they wil use hook or by croook way to succeed
thats why u find very few products world class from india. coz indian business mostly want profit and dont care for customer. this selfish mentality is there in most of people. desh gaya tel laane is the idea.
see the filthy streets of indian cities to prove how sincere people are. then you have bollywood & cricket which is like nasha to make people forget about daily struggle and the lootings scam/gapla.
even poor backward country like bangladesh took quick action against corruption. but indians still sleeping..coz WHOLE SYSTEM IS CORRUPT. sab ke sab saale chor hai

is a highly outrageous statement the vast majority of people in India ,poor indians and Rural indians work hard ,that is why India grows 8 percent
Lots of middleclass indians also work hard that is why there is growth in service sector
It is the political elite and administration that lets down india .
That is what the article above says with all details,
It is not about Indians being chor ,the world over it is same Russian CZARS ,,communist rule ,Oil czars ,Saudi Prince and British defence deals ,,there is corruption in China too .
Mind your language ,,saying whole of india is chor is wrong .
I have posted above how institutional reforms can bring in change .
CORRUPTION happens because ,access to financial resources ,tenders ,contracts ,corporates ,police ,CBI is all accessible to Indian Politicians like Ministers ,state Chief ministers ,IAS administrative machinary
for example in CWG gAMES 2010 ,,suresh klamadi along with his stooges darbari ,sanjay mahandroo ,jayachandran looted the money .
But all laboureres who worked on construction sites ,people of delhi at large have got nothing to do with .
If Bihar ,UP ,Orissa are backward ,it is not because of people ,or they being chor ,it is because of wrong people becoming CMS ,wrong policies and yes ofcourse corruption .
Infact people of india are victims of Corruption by political Indians along with IAS indians .

It is not correct to say that SAB CHOR HAI.THe fact is that there are hardly 3-4$ utter corrupt and hey try corrup all the rest. These are influential like ministers/ officials etc and work this nation. 96=07$ people are hard working and they are the backbone of India.We need to identify thee 3-4% - remove themn all positions of power and public life and India will be a heaven to live in.From Personal experience I can say that we need to develop zero tolerence for corruption and also for people who have siphoned off the money from here. It has to be done without much of personal consideration - no matter who he or she is!
I believe India can do it because we have to realize that these are enemies of the nation and are to be treated as such.

Cannot we save our Indian and democracy ,and make institutional reforms to delink CBI ,POLICE ,TENDERS ,CONTRACTS ,BRIBES AND more importantly all Financial resources from Govt Ministers and IAS officers,and put all such info on a public facing website
