Every single State Electricity Board is bankrupt due to massive power thefts (authorities choose to look the other way), free power to farmers to win votes, and the huge loss incurred on each unit supplied to retail customers (production cost of /-Rs 4.8/unit relative to consumers price of /-Rs 1.9/unit) and thus don't have the means for 100% electrification of rural villages or necessary expansion of the distribution system.
