For allowing MNCs to take up projects after declaring the area under the SEZ etc. For allowing unregulated FDI.
It is a common knowledge to even a tea vendor of PSU that commision ranging from 5-10% has to be paid before getting the payment against bills.This is in addition to bribes that change hands before tenders are approved by officials.Corruption rules all govt depts under so called a transparent PM.

yeah, unnecessary issue created by American firm despite knowing out culture.
I'm really pained to learn of these bribery allegations about BHEL officials. I know of many BHEL officials whose honesty and integrity is unshakable and beyond any doubt. There are many selfless missionaries working day and night at many sites and delivering projects to the customers. If such heinous acts have been done by few black sheep, they should be unmasked, brought to the book, sacked and put in jail for sullying the image of the company and letting down their hard-working and missionaries colleagues. BHEL CMD should immediately constitute a committee and unmask these rouge elements.
What is so new about it! Who has ever got an order in India straight whether in public sector/Govt. or private - it is our age old cultural tradition; even the British had bribed the kings and nawabs and the like - that is before they started ruling India and themselves started accepting bribe.
In a movie there was a line, "In India a honest person is one who takes bribe and does the work, and in honest is one who will not do the work even after taking bribe."
