The federal govt must pass a over-arching, comprehensive agriculture legislation which will form the basis for states to follow and/or enact their own such policies. Otherwise, there will continue to roadblocks to an integrated market system, as selfish politicians will always use 'states rights' as an excuse to maintain the status quo. The feds could dangle the carrots or threaten to wield the stick at states which refuse to make the necessary reforms. A country with more than half of all the world's starving population, cannot dilly-dally while hundreds of millions of its poverty-stricken masses go hungry because basic foodstuff are too expensive and out of their reach.
