Poverty alleviation is not only about NREGS and the like, it requires steady, dependable employment. Govt should provide tax credits and other incentives for the creation of industrial estates etc, in nodal town and even tier-3 cities, to create alternate employment opportunities for the semi-rural and rural populations, thus cutting-down their total dependence on agriculture for their livelihood and at the same time, help to diversify and expand the economy.
