In India we do not have 401(k) or 403(b). We only have 420(c), the scheme generally suggested by so called financial planners!!

The article seems to have been lifted from some American magazine. Pre-tax plans 401 (k) etc. do not find mention in the Indian Income-Tax Code. These are part of American tax-planning system.
