There is a simple solution to make govt departments work - remove job security!! It has its drawbacks but the advantages are way too many to ignore. Govt employees will start working if they are made accountable on a daily basis just like the private sector.

Problem is it will never get implemented. The other problem is our government treats its citizens like a servant or some low life and tries do everything without giving the citizens a freedom of trust.
For eg. Haj and Amarnath Subsidies. Why are they needed? Instead why cant the hajji;s o Amarnath yatris themselves create such funds which can pay for security and subisidies. It will also generate a lot of employment. The government should be enforcing punishments for discrimination and security for its citizens. Instead the government is busy running business's.

That is not possible atleast in India where we have so many constraints like minorities, dalits, SC/STs, OBCs, FCs, Marathis, Non-Marathis, our partymen, our relatives, - sorry it is countless. If government becomes a non-provider who will vote the politicians?
