The need of the hour is to grow at double digits to catch up with lost time and here we have a FM gloating over an increase of 1 or 2 % in growth rate. Now that the govt. has rid itself of he commies, why can't they think out of the box to increase production in every field. The best way to achieve would be to levy excise duty/ VAT at a concessional rate for every increase in unit production keeping the previous year as the base.Every ten percent increase in production units should mean 10 % rebate on ED/VAT. There will be a true incentive to increase production and the policy should be permenant and not be subject to review every year. Another area which needs major reform is in the marketing of agricultural products. There should be no restriction on movement of farm produce within or outside the states and farmers should be enabled to sell where ever they choose to. Scrap the APMC markets and those stupid rules which only destroy the ability of the farmers to get best price for their goods. Ganesh
