I believe areas like compensations & benefits needs additional focused to developed attractive honest pay package models along with motivating future career paths, Its time that the management starts thinking in a positive manner towards the employee and look at them as partners in business, however the same applies to the employees too.
HR doesn't mean the HR Dept alone. HR starts from the immediate supervisor. If that relationship is not healthy and motivating what can an HR dept do ??
I agree with Rohit Aggarwal. HR just goes on to hire new employee without even knowing n checking whether they are better then existing employees or not for senior positions. The result is, the existing employees feel dejected, neglected, cheated n finally move to another company. HR in INDIA is not the real HR. All they do is Simple Administrative Tasks...no innovation or initiatives whatsoever...What they do best is coming up with new JAZZY TERM every Quarter...n thats it
The phrase "The grass on other side always seems greener" is perfectly suited both for employee & employer. Main looser is employer. Why is that every company is ready to give fatter pay package to new employee rather than taking care of existing workers. It is a good way to attract more work force but on the other side, it is ruining ones own roots, wherein experienced & trusted workers are lost. And what is gained is a nicely wrapped unknown & untrusted gift.

You say, "More than a lakh new persons are hired every year and almost half of them leave."
Given this, your other view expressed elsewhere in the article, "HR key strategy devises modules and policies to retain employees. It records and finds logical reasons for every resignation, and is held responsible for every employee quitting the organisation" is clearly contradictory. If you hold HR responsible for things beyond her control, it is self defeating. Perhaps you are also aware that there is a high attrition rate within the HR department itself and implementing all these high sounding strategies will amount to naught if the HR department itself is a victim of high turnover. We need first to strategise how to keep the HR department intact.
All these are bogus tools and would not reduce the attrition. the attrition can only be curbed if the company has the right attitude toward the employees, as in the main culprits are the immediate supervisors. They fully take advantage of their position and will only do those things which they think are right.
If such a cell can be provided where in all these practices can be monitored and curbed, I can guarantee, the attrition will reduce drastically.
I know every company have these kind of "so called deptt", but every employee knows what happens when they try to use these facility. They are either shown the door or they will be "mentally tortured" till they leave the company.

I agree with you. The superiors, both immediate and the next superior both have to have right attitude. HR must also have a method to find the bias in the minds of the superiors. Then only things with get right. Till then its all bogus..
