The only thing wrong with the market is that it has been used as a cash cow for greedy 'investors' seeking instant profits. So, as soon as there's a good sized rally and the market climbs a few hundred points, they sell-off, causing it to dive even lower than before, then buy again at the lower price and start the game all over again - thus the market barely gets past this sell-off level, that is, until they are able to hold off selling in order to push it up even higher, giving them the opportunity to book even higher profits.
