Reserve all the top posts in every sector on caste basis...that's it.
When you give a call to follow the developed countries' model, please try and adopt their political policies and create an atmosphere where creative leadership is effective.....especially in merit recognition (open competition) and strict legal system....and defenitely not in caste based petty politics.
