What this stupid country needs is a group of 5-6 satellites hovering over the country at various strategic locations. Then these satellites can be tied together to form a home-grown GPS system whose signals can be tweaked for commerical or military applications. The country is already capable of launching satellites. This could be a way to enable linux devices like the simputer (which would only sell in india) to catch/process such signals. The opportunity could be enormous (trucking, cars, postal, indian-airline planes, etc.) for this device and its founders (i hope this is a non-profit organization). This is one case in which duplicate standards could exist and the indian solution could be tweaked for that particular sub-region.
