 Does Insurance product come under this LTC scheme

Just want to know whether any insurance (Life or Health) product where GST is equal or more than 12% is coming under this scheme

 Can retired employee get benefit of new LTC scheme

Can a retired employee (retired on 31-7-2020)of Indian Council of Agricultural Research (an Autonomous Institution) under Ministry of Agriculture & Farmers Welfare, GoI avail the benefit of new LTC scheme.
