just want to know why an employee will be penalised by firms either by cutting salary, layoffs and some sometimes both, what is there fault, how are they responsible, it has been notices that what ever the reason the it is the employees who suffer. there is no dialouge it more of a diktat with no choice given.

I don't think any employer will continue to pay if there is no work and no income. Ideally the Government should have a contingency fund to deal with such emergencies so that every citizen is provided minimum basic necessities/support.
