waste management

Earlier, there used to be garbage dumps in most localities and the residents were expected to dump the garbage there. There were two problems with that: the residents did not dump the garbage in proper dumps and if they did, local municipal bodies did not empty those dumps regularly. It could have worked if both parties were serious. Now, the municipal body, (in my case Lucknow Nagar Nigam) charges money for collection but has failed to collect garbage regularly due to incompetence of the entrusted agency. So, the garbage lies in front of the houses umless they have many dust bins to cater for several day's failure of the clearing agency. I presume that this must be the case with most civic bodies. Unless a penalty system is applied for agency/ officials failure, the citizen's efforts will go waste. There are penalty provisions for citizen's failure and neglect which are totally one sided.

conduct more awareness programmes in schools and colleges to segregate the bio degradable and non biodegradable wastes .The local municipalities also need to collect separately .some states do that . The companies need to take programmes to reduce use of papers , oil soaked cotton wastes etc . The Government need to find out methods for charging fines those who litter . Some of the municipality , panchyats dump the wastes just outskirts , they need to identify location and if possible create the composts out of bio degradable wastes like vegetable , food waste .They can sell this compost for earning even the municipalities having wastes 5 to 10 MTs per day can generate electricity by installing smaller power plant . Sometimes back such effort was taken by some of the towns ( read in newspaper , not very sure ) but nowhere it seems to find place when data is published .Main thing awareness has to be created in a large scale and we can convert this threat to an opportunity .
