Scholars like Akshay Venkatesh, Manjul Bhargava etc should be encouraged to set up Research Labs in their line of specialty-especially Pure Sciences, with participation of the Government or funding by Industry, suitably encouraged by Tax concessions. India has to go a long distance in Pure Sciences education and research.

Well, this particular person was "produced" by India only in a biological sense.
The other aspects of producing him -- such as educating him, recognizing, rewarding, and stimulating his talent, etc, was done by Australia and USA - not India.
In India, with our ills of caste-based reservations, strict age-rules for schooling, poorly paying academic careers, chances are that this expert might have met with a different fate.
Not my intention to paint a completely bleak picture of India. But certain ills like caste-based reservation and rigid age-rules for schooling, must go, if we are to produce and nurture more of such people.

Nowadays Indian youth educated overseas are 'ready' to come back to India and contribute to its development, if given ample opportunity to pursue their Research & Teaching ambitions, even though it may mean some sort of 'sacrifice' on their part in terms of renumeration. This is the only way we can encourage them to come back and contribute to our country. Reservations in Institutes of Higher Learning like the IITs, NITs etc should be done away with to encourage real talent.
