IIM and IIT grads willingly join multinational firms.Government can't really stop them.Yes,Government can stop funding or can even cut the funding.But,then like all the unpopular moves that the present Government takes(GST,Demonetisation etc)the action will be opposed.
so, IIMs train indians with the money of govt of India only to be recruited by MNCs. That means IIMs (also IITs) are like a subsidy by Indian govt for the foreign companies. MODY should look at this
