Can Dalits be Raised to Standards of UpperCastes ?

Can Dalits, who have been languishing for the past 3000 years at the bottom of India’s social, economic, cultural and educational hierarchy, be raised to the standards of UpperCastes in 25 yrs?

YES. After thorough research I have arrived at the below formula:

First an authoritarian rule or dictatorship should be imposed, who can carry out the following.

1. Impose strict family planning—2-child policy among Dalits.

2. Open English-medium schools in all Dalit colonies. Just to teach English from Class 1 to Class 5 does not cost much or need big infra. This can be easily achieved by reducing the salaries of our useless GovtEmployees by 5%. Or just do not revise the salaries of GovtEmployees for 30 years and that will bring them down to market levels and that money can be transferred to social upliftment.

3. From Class 1 to 5 teach mainly English, the same content as a subject in Mother tongue and mathematics-- no history, no science, no nonsense.

4. Whenever there is an opportunity, Dalits should be trained to develop their English skills. Even they should be motivated and even compelled to practice even religious chants, songs, sermons etc in English along with parallel-running translations in their local languages.

5. Make NCC compulsory (with English commands) for them and then train them well in western manners, parallel with Indian manners (of course they should be kept away from bad habits of the West)
