To have a perfect India , we need reforms in all levels of decision making . Old systems has to go away . Also must practice restrictions for politicians . Long term plans have to come . Constitution amendmends , IPC amendmends etc are the need of the hour .
Government jobs has to be available for public at all levels , no age bar

But I must say, her ambition of seeing India perfect is immatured ones. Civil servants are not the ones who can make country perfect. She should first study why first world countries are perfect and not india. It is highly calibered, highly distinguished professionals who make a country perfect and organized. You are wrong. There are so many good officers. But corrupt, uneducated politicians shun them to corners. Recently a young IAS officer cried in public when a minister scolded her in public.

has been achieved by upsc system creating red tapeism and yes boss culture. of course corruption is there to large extent in govt sectors. They so far failed in delivering govt services to the people/poor and development of country. They all make tall claims in interview to serve nation but few keep up. They don't take performance appraisal in service as per hr practices.In true sense professionals in private sectors are best talents. Its my opinion.

Among Group A services IAS rules the roost.In the pecking order all other services come behind the IAS. IFS ,of course,is a group apart.To be among the top group satisfies one's ego.The idealism and the dream of doing something for the country evaporates when confronted with reality.There are exceptions like Vinod Rai.But the majority follow the path of least resistance and toe the line of political bosses.

Please do not generalise. Mr. Sree Ram (MBBS, MS, IAS) a topper all along now sub collector in Devikulam (Kerala) is popular than film stars for his daring acts to enforce law of the land. Again the ex- Kozhikode District Collector Mr. Prasanth Nair, IAS who was fondly called as Collector Bro.. Ms. T V Anupama IAS who was food safety commissioner... there are many more..they are all swimming against the tide.

Another IRS Seat Lost. I personally think that persons already in Civil Services should not be allowed to take up UPSC again because its a huge loss for the country and it's exchequer. And I suppose an no one understands it better than an IRS Officer. If one wants to serve the country they can serve in any capacity. Being a UPSC topper is nothing short of individual ambition glorified and it has hardly anything to do with serving the country. If serving the country would have been a priority, one should have been conscientious and should not have appeared in the first place.

Rest as you mention, aspirations and scientific/technical/financial inclinations are different for different ppl. So a scientific guy or a finance wiz may not be interested in gen admin. BUT all said and done as of today, IAS rules, from top to bottom. BTW, the IRS post that she vacated will be filled up next time, so no worries there.
