Its a result of human greed and forgetting age old practices. Uttrakhand after it become state is run by thekedars and commission agents. I remember earlier we had Van Panchayats where forests adjacent to villages were managed by villagers. Villagers decided about nos of tress to be cut for their use..fodder etc. Since their life depended upon forest the forest were jealously cared and guarded.
