i had the same problem with same problem with canara bank atm 2 years back .their atm keys were not working but suddenly i left the atm all of sudden when i was boarding a local train in mumbai a sms came i withdrew 10 k .I wen to canar bank where my account was . The officails were so arrogant and hopless even bank manger officers were so arrogant as i have transcted 10 k and doind complaint. After 1 year i got my money due to known general manager of canara bank
I had this issues for several time, but mostly it is sorted our in few min now a days. But 3-4 years back they use to take 3-4 days. When ever such thing happens just note down the time and ATM code where it happened in case some banks take time, at least ATM CCTV video can be used for checking.
I had similar issues with canara bank ATM. I tried to withdraw 10k from an Andhra bank ATM using my SBI ATM card, in Yadgir, Karnataka, in the year 2007. Nothing came out but amount got debited. I gave a written complaint to the bank, but in vain. I also asked SBI to help. Both of them blamed each other and I was stranded for 3 months before I got the money back. Thats not all...an year later a similar thing happened, but I did not get that money (5k) till now.
In one of the Indian Nationalised bank where I have my AB Account and ATM Card in, I inserted the Card into the slot provided for to withdraw money, subsequent to having fed-in the PIN, I got a slip that the money has been withdrawn but money dint come out of the slot provided for. Though, I have been satisfied by the bank's concerned official that money won't be debited to your account with us, I took sigh of relief. Had it been a holiday, it would have become a day of tension for me.

Corrigendum- the word bank be replaced with 'banks' and instead of AB Account, should be read as SB Account.
I had same incidence; not with me but with my wife . She holds HSBC bank account and few days she punched hsbsc card in Indusind in sector-5 branch , merlin infinity tower , Rs 5000 was deducted from her account but no cash out from ATM , we called HSBC customer care and they explained to us the money will credited in next 5 min; but my question is why they didn't paid penalty for this .

A bank pays penalty if payment is not refunded within seven days. Since payment was credited in your account with immediate effect, you are not liable to get penalty by bank.

Why not liable, mistake is mistake, whether by an individual, a lay man or by banker, both are under scanner. Bank should equally be penalised for its failure. Why not the ATM machine is at par? You suffer anguish if the money is not withdrawn subsequent to having fed-in your PIN, then, who will go to compensate this mental agony?

'mental anguish' at that moment must be recognised.....anil has made a very valid point as many people with limited means in life do go through very difficult moments, momentary shock, etc., when cash does not come out of an TAM but the slip shows the money has been withdrawn.....recrediting the money into the victim's account is a separate issue.
I had purchased an Electrolux AC from the local dealer M/s DiGi Electronics Store, Vasai. I had specifically asked for a copper coil AC. The local store delivered the AC. After 3 free servicing and at the end of the 2 year guarantee the AC stopped working. The technician took service charges from me and informed me that there was gas leakage. He said the that coil is of aluminium.
The DiGi Electronics store is closed and so it their office in Mumbai city.
I am left with a dis-functioning AC to sweat it out in this unbearable heat.
I don't know why companies scoop so low as to cheat their own customers and expect to do business every year except by getting new buyers like me.
